Aldo switch to dune, which has been available since 2021-09-24.
And remove unneeded dependencies:
- ncurses was needed for Python in the past
- ocaml and findlib are implied by dune

ocamlPackages tree-wide: Move buildInputs that should be nativeBuildInputs
...
To keep this for the future we also strictDeps where possible, including for janePackages, topkg, oasis and ocamlbuild.
This makes some closures significantly smaller and makes cross compilation easier
