wayland: documentation outputs

Browse Source 
Build the documentation by default, but install it to seperate outputs
so it doesn't have to be downloaded.  Documentation is still disabled
when cross-compiling, because that is currently broken:
wayland -> graphviz -> libdevil -> openexr -> ilmbase (broken)
